As part of the implementation of the instructions of the Address of the President of the Russian Federation to the Federal Assembly of the Russian Federation on February 29, 2024, the round table will address issues of improving the regulatory framework in the field of preservation and development of cultural heritage sites, removing administrative barriers when working with cultural heritage sites, as well as financial support mechanisms for initiative investors.

It is proposed to talk about the already existing proposals to amend legislation in the field of cultural heritage. What problems does an investor face today? How to create favorable conditions for the inclusion of cultural heritage sites in the economic component of the city? What mechanisms of support and support for investors should exist?

In December 2023, a consortium of researchers from different countries presented the results of the project «Index of Technological and Spatial development of world cities». The index allows us to assess the level of development of the balance of the physical environment, as well as technological and innovative capabilities for 30 urban agglomerations around the world. At the round table, it is proposed to discuss the methodological innovations of this index and compare them with the practices of forming other urban indices that take into account such complex aspects of urban environment development as creativity and innovativeness.

The event will become a platform for discussing current challenges and trends in the field of positioning development projects. Questions for discussion:

– how to create projects that meet the needs of citizens, including not only the construction of residential complexes, but also the development of infrastructure and public spaces, as well as how to competently position and promote them?

The approval of economically justified utility tariffs for the population is constrained by the marginal indices of growth of citizens' utility bills set annually at the federal level, which have remained below the inflation rate in the last decade. In an economic sense, this means that the real incomes of utility companies have been declining all these years.

How can we increase the volume of financing for the sector and attract private investment in modernization and development? How can we maintain high accessibility of services for the population and optimize budget expenditures for maintaining the sector? These and a number of other issues are planned to be discussed at the round table.
