To date, the development of master plans for 25 Far Eastern cities has been completed, and work is underway on similar documents for the main settlements of the Arctic zone.

Despite plans to increase the pace of preparation of master plans for the development of Russian cities, an important question remains open for discussion: what is the place of the master plan in the urban planning system? How does the document and the experience of its development integrate and change the daily work of the city administration? Are there any successes in the implementation of initiative projects proposed for the first time as part of the master plan, and do cities need such projects?

The roundtable discussion will touch upon the economic, social, and institutional implications of master planning for Russian cities.

The roundtable is held within the framework of the activities of the Expert Council under the Government of the Russian Federation.

The introduction of digital technologies into various spheres of urban economy and urban practices has led to digital transformation, that is, the process of comprehensive urban transformation, within which it is possible to predict changes not only in technologies, but also in the principles of urban development and social urban practices.

The purpose of this roundtable is to discuss these trends and outline an expert vision of future urban development practices in the context of digital transformation.

The main issues for discussion:

– Smart City development planning and dynamic master planning;

– the potential of AI application in urban development management and its acceptable limits;

– transformation of the urban environment for the robotization of urban economy;

– the use of digital doubles for scientific knowledge of the city.

The expediency and methods of introducing monitoring of law enforcement in urban planning legislation and municipal rulemaking are proposed as a cross-cutting topic of the roundtable, in which the participants of the discussion will discuss a number of interrelated issues aimed at creating conditions for improving legislation and correcting law enforcement, including:

– prospects for the introduction of regulatory impact assessment (RIA) for municipal regulatory and administrative acts in the field of building regulation;

– opportunities and directions for improving the effectiveness of the control of municipal powers exercised by the subjects of the Russian Federation;

– cross-functional aspects of law enforcement monitoring in urban planning legislation and municipal rulemaking;

– possibilities of maintaining registers of municipal administrative acts;

– highlighting the specifics of educational programs for the purpose of adjusting law enforcement in the regulation of urban development.

The Arctic today is a testing ground not only for developing new technologies and tools, but also for a new approach to working with the city and the urban economy, as well as new management practices and strategies for attracting personnel and investments. The importance of the development of these territories has recently been particularly emphasized by a set of federal-level projects: master plans for Arctic strongholds, a tourist master plan for Arctic regions, increased attention to working with Arctic residents, discussion of preferences for business and life in the Arctic.

Considering the expansion of the number of support settlements to two thousand (in connection with the latest instructions of the President), the experience of working with Arctic cities can be «exported» to other territories, it will be based on the experience of solving the problems of isolation, including economic, difficult climate, difficult demography, which the Arctic supports have.

Consortium «Modern Urban Planning Law and Regulatory Policy» of the Ural State Law University, Faculty of Urban and Regional Development and Faculty of Law of the HSE University

After almost a century of neglect, the study of urban planning law in the Russian Federation is experiencing its renaissance. The complex development of territories, master planning, and more and more new public institutions generate discussions about ways to implement them in the legal field (QUO VADIS?). The already established institutions of urban planning legislation require a "new reading" in the context of time: territorial planning, urban planning (legal) zoning. Many issues have not been resolved (de lege lata) at the junction of legislation on urban planning and land, environmental legislation, legislation on the protection of cultural heritage sites.

The emergence of urban regulation determines the need for a collaboration of young scientists researching certain aspects of the legal regulation of urban planning activities in order to form a single "coordinate system" (a pool of basic concepts and doctrines of urban planning law). In connection with the above, it is proposed to create a Club of young scientists dealing with urban planning law and regulatory policy.
